JUDGEMENT

(1.) THIS appeal is by the complainant challenging the order dated 6.9.2008 passed by the DF, Shimoga in Complaint No. 94/08 dismissing his complaint.

(2.) THE facts in this case are as follows:

(3.) THE complainant is a member of Ganga Kalyana Yojane sponsored by the State Government. The very object of sponsoring the scheme is to uplift the poor people who belong to the SC and ST. The complainant is one such person who has been recognized under the scheme to the effect that he is entitled for the benefit under the scheme. Accordingly the State Government has sanctioned the loan of Rs. 65,000 to the complainant which has to be used by OP -1 for the purpose of digging of the bore well and for commissioning of the same by inserting the necessary pipes and the IP set. Pursuant to that OP -1 entrusted the drilling of the bore well to one M/s. Suji Malleshwar Swamy Bore Drillers and accordingly the said drillers drilled the bore well. Thereafter OP -1 by purchasing the submersible pumps from OP -2 inserted the same for the purpose of drawing water through the IP set.
