JUDGEMENT

(1.) Heard Mr. U.K. Nair, learned senior counsel for the appellant as well as Mr. K. N. Choudhury, learned senior counsel for the respondent No.1, Mr. B. Gogoi, learned standing counsel for the Finance Department and Mr. T. C. Chutia, learned Additional Senior Govt. Advocate, Assam for the respondents No. 3 and 4.

An advertisement bearing No. JANASANYOG/1711/13 was issued by the Deputy Commissioner, Kamrup, Amingaon inviting applications for 8 (eight) number of posts of Junior Accounts Assistant (JAA) in the Office of the Treasury Establishment of Kamrup district. The last date for submission of application was 21.02.2014. The date of the advertisement is stated to be 18.02.2014. Both the appellant as well as the respondent No.1 responded to the advertisement in the prescribed manner and participated in the selection process. As per the notification dated 25.06.2015 providing for the select list, the appellant was at serial No.1 for the unreserved category.
