JUDGEMENT

(1.) Heard Shri Kh. Tarunkumar, the learned counsel appearing for the petitioner; Shri K. Jagat, the learned Government Advocate appearing for the respondent No. 1 and Shri A. Bimol, the learned counsel appearing for the private respondent Nos. 2 and 3. None is present for the remaining respondents.

By the instant writ petition, the petitioner has prayed for a writ of certiorari to quash/set aside the impugned order dated 01-08-2014 issued in respect of the post of Professor-cum-Vice Principal and Associate Professor of the College of Nursing, Medical Directorate, Manipur and also for issuing a writ of Mandamus by directing the official respondent to appoint the petitioner to the post of Professor-cum-Vice Principal of the College of Nursing by following the relevant Recruitment Rules for the said post and also by considering the seniority positions of the eligible candidates at the time of the selection within a stipulated period.

According to the petitioner, she was initially appointed as Sister Tutor vide order dated 20-10-1981 issued by the Director of Medical Health & FW, Government of Manipur on the recommendation of a DPC held on 28-09-1981 and she continued in that capacity till when she was promoted to the post of the Principal. On 26-11-2010 the Under Secretary (Health), Government of Manipur conveyed to the Director of Health Services, Manipur the approval for nomination of the petitioner to undergo the M.Sc. (Nursing) Course for the session 2010-2011 at the Regional College of Nursing, Guwahati.
