JUDGEMENT

(1.) HEARD Sri Manjive Shukla, learned counsel for the petitioner and the Standing counsel.

(2.) TIME was granted on 17.12.2012 as well as on 28.1.2013 to file supplementary counter affidavit. On 17.12.2012 following orders were passed by this Court: -

(3.) IN the order dated 28.1.2013 it was mentioned that in case supplementary counter affidavit is not filed, the Court will proceed on the basis of the affidavits filed by the petitioner.
