(1.) The petitioner in this case was a Building Overseer in the Post and Telegraphs Department having been recruited as such in the Bihar Circle in April, 1960. He was confirmed as a Building Overseer in^March, 1962. On his own request he was transferred to the Delhi Circle.
(2.) The Posts and Telegraphs Department had a section dealing with maintenance and construction of buildings. Building overseers were part and parcel of this section. Their normal avenue of promotion was to the post of Assistant Engineer (Building).
(3.) In 1963 the Posts and Telegraphs Department constituted a civil wing to look after its buildings. Sec. Officers of the Central Public Works Department along with Building Overseers of the Posts and Telegraphs Department constituted this civil wing. The Sec. Officers came to the Posts and Telegraphs Department on deputation.
