Shree Chandrashekhar, J. - (1.) Relying on Notification dated 21.01.2011 and other Notifications, the petitioner seeks a direction upon the respondent-Jharkhand Urja Vikas Nigam Limited for his regularisation on the post of Assistant Electrical Engineer "with retrospective effect".

(3.) The petitioner asserts that he was appointed on 05.02.1994 on the post of Messenger in the pay-scale of Rs. 1,000 25 1200 30 1650/-. He claims that he was given additional charge of Electrical Executive Engineer in the Technical Section of Electrical Supply Division, Koderma on 14.07.1998. Thereafter, he was posted in the Technical Section (Divisional Store), Koderma as Assistant Electrical Engineer on 07.08.1999 (vide Annexures-8 and 9). At this stage itself, it needs to be recorded that letters, dated 05.02.1994 and 14.07.1998 do not disclose that the petitioner was appointed on the aforesaid posts.;
