JUDGEMENT

(1.) This writ petition has been filed with the following prayers:
(i) To construct a strong Highway Level Bridge across the river Gahri in between the Village Karo and Banhe in Tandwa Block within the district of Chatra, after re-assessing the D.P.R. (Draft Project Report) and cost of the said bridge in the place, where a very weak bridge is being constructed by the respondents;
(ii) To construct a bridge across Sarona Nala in Village Tandwa Tola, Baradih;
(iii) To construct bridge across the river Koti Bharna and a Highway Level Bridge across the river Damodar in between the Village Loharsa and Henedgir;
(iv) To construct an over bridge over Hendegir Railway Crossing, which is a busy road, and the blockage of the level crossing creates long detection of the traffic;
(v) To construct a bridge-cum-guard wall over Binja and Chhapur Nala keeping in view of the heavy vehicles for transportation of coal and other materials from Piparwar, Amrapali, Magath and North Karkpura Collieries, &
(vi) To construct a wide road across the Village Tarwan Tola, Baradih, Kuro, Banhe, Haphuwa and Bundu and other roads passing through the aforesaid bridge, connecting the four districts namely Chatra, Ranchi, Ramgarh and Hazaribagh within the State of Jharkhand.
(2.) Having heard learned counsel for the petitioner and looking to the facts and circumstances of the case, it appears that this is a public interest litigation, at all. This petitioner is neither a science graduate nor even a graduate in any faculty nor he has any experience of construction of road nor this petitioner has any experience of construction of bridge. Nonetheless, strongly it is argued that the construction of bridge, in question, is very weak.
(3.) When this Court asked a question as to how the construction of bridge is strong or weak, it is submitted by the learned counsel for the petitioner that prima facie, looking to the bridge and the photographs, annexed with this writ petition, the bridge-in-question appears to be very weak.;
