JUDGEMENT

- (1.) TODAY the affidavit has been filed giving details of the quantum of electricity allotted to Ranchi as well as the time frame for improving the present condition and also the transmission loss and pilferage, which are as follows: '' "3.1.0 Quantum of Electricity allotted to Ranchi: '' Approximated Electricity Re -quirement to Ranchi: '' Peak hours (6.00 A.M. to 9.00 A.M.) And (6.00 P.M. to 9.00 P.M.) 175 MW Normal hours (other than Peak hours) 140 MW Approximated Electricity allocated to Ranchi '' Peak hours 175 MW '' Normal hours 140 MW That it is stated & submitted that at present there is no power shortage as far as availability of bulk power is concerned for Ranchi. 3.2.0 Time Frame within which the things will be cured and the situation improved : That so far in the instant matter it is further stated and submitted. We have following five aspects which supplement each other for stable Power Supply. (a) Generation, (b) Transmission, (c) Distribution, (d) Financial Management, (e) Human Resource, Generation : There are four source of power supply to Ranchi Town and the State. Installed capacity Derated capacity (i) PTPS 840 MW 770 MW Out of ten installed generating unit at present there are three units i.e. 1, 2 & 6 in running conditions which are generating approximately 130 MW of power. Units 3 & 5 requires capital maintenance work, unit 9 & 10 have been handed over to BHEL for renovation of the unit. Units No. 7 is under repair and the repair work is being done by NASL. It will be commissioned and start generation power likely by 15th June which will generate 90 - 100 MW after full repairing. Thus by the end of June 2007 PTPS is likely to generate 250 MW Power. 1. Tenughat Vidyut Nigam Limited '' Installed capacity of TVNL is 2X210 MW which is generating 380 -390 MW power per day. We are regularly receiving power generated from TVNL. Expansion of two more units is under active consideration at TTPS.
(2.) SIKIDRI '' The installed capacity of Sikidri Hydel Power Station is 2X65 MW i.e. 130 MVV which successfully generates energy during rainy season up to 125 MW. This is situated at Getalsud Dam. The energy is generated there. Central Sector ''The allocation of power from Central Sector is 267 MW, out of which Jharkhand State Electricity Board, Ranchi gets 200 to 210 MW. It further varies with the generation of the Central Sector generating units. 2 X X X X X X X X X X X X X X X 16/5/2014 Page 258 Equivalent Citation:2007 -EastCrC -3 -355 3 Now if the generation of the PTPS comes up as stated above and power from Central Sector and TTPS is supplied to that extent then there is no problem of power in the State because the total demand of the State is approximately 710 MW excluding DVC command area whereas by and large production comes to about 840 MV by the end of May 2007. At present total power available to JSEB is about 700 MW. 3.2.2 Transmission : 1. 132 KV PTPS -Hatia Line Length 132 KV Carrying capa - (New tine) city (Old line) 8C 40 Km 90 -95 MW 70 MW 9C 40 Km 90 -95 MW 70 MW 3rd Circuit 40 Km 85 MW 70 MW 2. TVNL -PTPS 400 KV line but charged on 220 KV Length -70 Km (Mouse Conductor), output -200 MW Single Circuit. 3. Sikidri -Hatia Conductor Length Capacity One Circuit Panther 45Km 70MW Direct 132KV II Circuit (Namkum -Sikidri)132 KV ''70MW
(3.) CHANDIL -Hatia 220 KV 62Km 65 MW 3rd Circuit Loop line but charged on .132 KV 16/5/2014 Page 259 Equivalent Citation:2007 -EastCrC -3 -355 Installed Capacity Grid.Hatia ''3 X 50 MVA + 1 X 50 MVA.(in 20 days time) Namkum Grid 3 X 50 MVA (6.4.2007 -1 X 50 MVA Additional) 4 After construction of new Grid at 220/132 KV Grid and transmission line for PGCiL Grid to Hatia Grid the power sup -ply of Ranchi Town will be stable and voltage will improve considerably. The stability of power will come into force. The 220/132 KV grid sub -station is likely to be completed by August, 2007. The capacity of the newly constructed 220/132 KV Grid Sub -Station is 2 X 150 MVA and the capacity of PGCIL 400/220 KV Grid Sub -Station is 2 X 315 MVA. 3.2.3 1. 220 KV Grid Sub -Station at Hatia To be completed by August 2007 2. 400 KV/220 KV Grid Sub -Station at Namkum of PGCIL To be charged by 1st week of May 2007 3. Construction of 2X20 D/C LILO of PTPS -Hatia Chandil transmission Line. To be completed by PGCIL in One month. 4. Re -Conductoring of 8C, 9C {two circuit of 132 KV Patratu -Hatia lines Completion period 1 1/2 -2 years;
