THOUGH in the writ application, the prayer has been made for a direction to the respondents to regularise the services of the Village Health Guides working in the State of Jharkhand and to be treated as Government Servant with regular pay -scale from the date of their respective appointments and also for the payment of arrears of honorarium which have not been paid to them for the last so many years but in course of argument, Mr. Mukhopadhyay, learned counsel for the petitioner confines his argument and made a prayer only with regard to payment of honorarium which is due to those Village Health Guides working in the State of Jharkhand. Learned counsel for the State of Bihar on the basis of the counter affidavit filed by them, submits that as per the decision of the Government of India as contained in Annexure -A and consequently the letter of the Government of Bihar as contained in Annexure -B to the counter affidavit. Village Health Guide Scheme has itself been closed down on April. 2002. This , fact has not been disputed by the petitioner by filing a rejoinder to the counter affidavit. But from the statement made in paragraph 23 of the writ application, it is not clear as to. for which period, the petitioners have not been paid his honorarium. Accordingly, no specific order can be issued to the respondents in view of the vague statements made in the writ petition. Accordingly, this writ petition is dismissed. However, the petitioners, if so advised may file representation to the Commissioner -cum - Secretary, Department of Health and Family Welfare, Government of Jharkhand, Ranchi, stating their claim with regard to payment of arrears of honorarium and if the Commissioner -cum -Secretary, Department of Health and Family Welfare, Government of Jharkhand, Ranchi, after considering the relevant records and on enquiry finds that the honorarium has not been paid to any of the Village Health Guides, he shall take all steps for payment of the dues to the Village Health Guides. With the aforesaid observation and direction, this application is dismissed. ;
