IN this writ petition, the Petitioners have prayed for a direction on the Respondents to include Bengali Language as regional language/local language for Dhanbad and Bokaro districts also, which is not included in the Notification No. 27/2011 dated 26 March, 2011 issued, inviting the candidates for appointment of Para Teachers in Jharkhand State. It has been stated that the said notification has been issued by the Respondents for the purpose of appointment of Para Teachers in the State of Jharkhand in which 50% posts have been reserved for the candidates having knowledge of regional language. In Dhanbad and Bokaro districts, there are large number of Bengali speaking persons, but Bengali Language has not been shown as a regional language for those districts for the above purpose.

IT has been submitted that in Pakur district there are 554 Bengali Schools and Bengali has been shown as regional language for that district, whereas in Bokaro and Dhanbad districts there are comparatively large number of Bengali Schools and Bengali speaking students, but Bengali has not been shown as regional language for those districts. By notification dated 17 November, 2008 issued by Jharkhand Education Project Bengali language has been included as regional language and as such in respect of those two districts also Bengali language should have been shown as regional language along with other languages. A representation was also filed by the Petitioners and other similarly situated persons before the competent authority, but the same has not been considered and No. order has been passed till date. Learned counsel appearing on behalf of the Respondents submitted that if there is any such representation or the Petitioners file fresh representation, the same shall be considered and appropriate order shall be passed.

IN view of the said submissions, this writ petition is disposed of, giving liberty to the Petitioners to file a fresh representation, along with a copy of this order, before the Secretary, Human Resources Development Department, Jharkhand -Respondent No. 2. On receipt of the representation, the said Respondent shall consider the same and pass appropriate order, in accordance with law, within a period of one month from the date of receipt of the representation.;
