JUDGEMENT

Narendra Nath Tiwari, J. - (1.) IN this writ petition, the Petitioner has prayed for a direction on the Respondents to issue letter of appointment to the Petitioner without further delay, as he is bona fide candidate having requisite qualification and is entitled to be appointed on the post of Primary Teacher.
(2.) IT has been stated that the Petitioner was selected for the post of Primary Teacher on being successful in the Primary Trained Teacher Examination, 2007, conducted by the Jharkhand Public Service Commission on 10th August, 2008. The Petitioner's name was recommended for appointment, but his appointment was kept pending on the ground that IGNOU, New Delhi has a list in the web site and the Centre from where the Petitioner got training is not included in the list. It has been asserted by the Petitioner that the name of the centre is very much available in the record of the IGNOU. The Petitioner also furnished the certificate of recognition of the said centre and University with NCTE (Annexure ª4), but the Respondents have not issued the letter of appointment till date.
(3.) LEARNED Counsel for the Petitioner submitted that it is not the fault of the Petitioner, if the names of some centres of the IGNOU are not fed in the website. If there was any doubt, the Respondents ought to have verified the certificate issued from IGNOU, New Delhi. But they have neither relied on the information furnished by the IGNOU (Annexure ª4) nor they have verified the Petitioner's certificate till date. The Respondents in that way have kept the Petitioner's future hanging in balance.;
