- (1.) Issue raised by the petitioners in the present writ petition relates to the question whether candidates who participated in the selection process but could not attain qualification before the last date for verification of documents can be considered for appointment on the premise that the calendar for declaration of the result by the NCVT provided for declaration of result later in point of time to the date fixed by the appointing authority for verification of documents.

The selection process conducted was for the post of Technical Helper in the various Electrical Corporations of Government of Rajasthan wherein the last date fixed for conducting verification of documents was 30.09.2018. After the verification was completed, appointment orders were issued on 27/28.11.2018. In the meanwhile, the result of the petitioners was declared by the NCVT on 06.10.2018. Petitioners claimed that had the verification process would have been conducted after 06.10.2018, petitioners would also have been allowed to participate and as they were otherwise in merit, they would have been placed in the select list.
