JUDGEMENT

Pushpendra Singh Bhati,J. - (1.) Heard learned counsel for the respective parties.
(2.) Pursuant to the order issued, additional affidavit came to be filed by the State of Rajasthan, respondents herein.
(3.) On perusal of the affidavit, we find that after filing of the present writ petition and issuance of notices thereof, the respondents have conducted a field visit by a team of engineers on 9-10.07.2019, and in particular, came to the following findings, amongst others:- (iii) During discussion it was concluded that if to and fro traffic from all direction on the four legged ROB is allowed, then there will be conflict points at the elevated portion of the ROB, which is a safety hazard to the road users, therefore looking to site conditions and traffic flow pattern following is advised:- (a) All the traffic moving towards Abohar which bounds to cross the railway line from all directions be allowed on the ROB. A barrier in the form of road divider be provided on the elevated junction in Hanumangarh town- Abohar directions and traffic islands on Hanumangarh Junction- Sangaria direction be provided to avoid the conflicts and smooth movement of traffic from Abohar Hanumangarh town and vice versa. However, the traffic moving from Sangaria to Abohar should have to take a "U" turn at the end of ROB and then head towards Abohar. Similarly traffic moving from Abohar and desires to move towards Hanumangarh Junction will have to take "U" turn at the end of ROB and then head towards Hanumangarh Junction. (Traffic movement plan is attached on Annexure-3) (b) All the traffic not heading to Abohar shall be At- grade. This junction may be signalized junction. Thus, Local Traffic movement will be put to ease (Traffic movement plan is attached as Annexure-4);
