JUDGEMENT

(1.) By way of this appeal, the appellant has challenged the judgment and order of the learned Single Judge whereby the learned Single Judge has dismissed the writ petition on the ground of locus standi.
(2.) Learned counsel for the appellant has contended that the appellant's constructed the houses on the disputed land and they are interested persons for acquisition which is hopelessly time barred. He further contended that in view of Section 3 Sub-clause (b) of the Land Acquisition Act, 1894 where the expression "person interested" is defined as under:-
"(b) the expression - " person interested- " includes all persons claiming an interest in compensation to be made on account of the acquisition of land under this Act; and a person shall be deemed to be interested in land if he is interested in an easement affecting the land;"
(3.) Learned counsel for the appellant contended that as he has constructed the houses, he is an interested person.;
