JUDGEMENT

(1.) Heard Mr. Amit Singh Shekhawat, the learned counsel for the appellant.
(2.) The judgment and order dated 29.07.2011 passed in S.B. Civil Writ Petition No.5820/2011, is under challenge.
(3.) The appellant/writ-petitioner, in response to the advertisement dated 30.07.2010, issued by the Directorate of Medical, Health and Family Welfare Department, Government of Rajasthan, Jaipur, initiating a process for direct recruitment to the post of Opthalmic Assistant, offered his candidature. The academic qualification prescribed for the post was a pass in Senior Secondary (10+2) with Chemistry, Physics and Biology and two years diploma course of Opthalmic Technician from an institution, recognized by the Government. In addition thereto, a candidate concerned was supposed to have knowledge of culture of Rajasthan and practical knowledge of Hindi in Devnagri script. The basis for selection, as the advertisement discloses, was stipulated to be merit, to be adjudged by adding 50% each of the marks secured by the candidates in the qualifying examination and that of diploma course of Opthalmic Technician.
