JUDGEMENT
Amarjeet Chaudhary, J. -
(1.) This judgment will also dispose of C.W.P. No. 771 of 1987 (Daljit Kaur Sekhon and others v. Punjab State Electricity Board) as identical questions of law and fact are involved therein. For facility of reference facts in C.W.P. No. 248 of 1987 maybe noticed.
(2.) The petitioners in C.W.P. No. 248 of 1987 are degree-holders in Bachelor of Engineering in Electronics and Tele-communication. In C.W.P. No. 771 of 1987 petitioners Nos. 1 and 2 are degree-holders in Electrical Engineering whereas other petitioners possess the qualifications of A.M.I.E. The Punjab State Electricity Board (hereinafter referred to as 'the Board') issued an advertisement which was published in the Daily 'Ajit' dated July 4, 1986, inviting applications for the following posts:-
1) Assistant Engineer (Electrical) Nos. 120
2) Assistant Engineers (Tele-communication Electronics) Nos. 30. The petitioners also applied for the same. They were asked to appear in the written examination which was conducted by the Board on December 7, 1986, but the petitioners failed to secure a berth in the selection list. The petitioners now challenge the selections made by the Board.

The grievance of the petitioners is that the action of the respondent in making a joint merit list of the petitioners who are specialised in the discipline of Electrical Engineering and other who are specialised in the discipline of Mechanical Engineering is discriminatory. The candidates who have specialised in the discipline of Electrical Engineering are wholly independent and distinct from those who have specialised in the discipline of Mechanical Engineering. The action of the respondent-Board, therefore, in formulating a common list for distinct and independent categories of persons is violative of Articles 14 and 16 of the Constitution of India.;
