- (1.) The petitioners have challenged the action of the respondents for not considering the petitioner's eligibility for the post of Staff Nurse under the Ex-Servicemen Category.
(2.) The case, as pleaded by the petitioners, is that vide Public Notice dated 6.6.2006, respondent No. 2 i.e., Director, Health and Family Welfare Department, Punjab has invited applications to fill up 690 posts of Staff Nurse on contract basis on the fixed salary on the following terns and conditions :- "1. Applicant should be resident of State of Punjab. (Along with Proof). 2. Applicant should be between 18-35 years of age. There will be relaxation of 5 years in case of SC/ST. 3. Punjabi upto Matric Standard is essesntial for Sr.No. 1 to 5. 4. Candidates will be considered on merit basis in the category for which they have applied e.g. General and Reserve Category. 5. Reservation will be applicable according to instructions of State Government. Application along with attested testimonials in accordance with format should be presented by 20.6.2006 either in person or by Post in the office of Dr. Sukhdev Singh, Additional Director, Room No. 219 office of Director Health and Family Welfare (Punjab), Family Welfare Bhawan, Sector 34-A, Chandigarh."
(3.) The applications were to be submitted on proforma which is reproduced as under :- "Format of application 1. Post of which applied. 2. Name of Applicant (In Block Letters) 3. Father's name (in Block Letters) 4. Date of Birth (Age in years) 5. Male/Female 6. Nationality 7. Marital Status 8. Whether belong to Reserve Category ? If yes then proof and certificates be attached. 9. Character certificate of the last attended institute. 10. Permanent Address. 11. Address for Correspondence. 12. Qualifications.
