- (1.) The petitioner has filed this writ petition seeking a writ of mandamus directing the Punjab School Education Board, Mohali and the Secretary, Punjab School Education Board to declare result of the petitioner of 10th class, held in March, 2002. A direction was also sought for issuance of provisional roll number to the petitioner to appear in the examination of 10+2 class which was to be held on 1.3.2006.

The facts leading to the filing of the writ petition are that the petitioner was studying in the Baring School Batala in the year 1999 in 8th Class and secured 356 marks out of 1000 and he was promoted to Class IX. In the year 2000-01 he was promoted to Class 10. The school issued the following certificate to the petitioner :- "TO WHOM IT MAY CONCERN" IT IS CERTIFIED THAT Sawandeep Singh s/o Jarnail Singh was a regular student of 9-B class in the academic year 1999-2000. He secured 150 marks out of the total of 750 marks conducted by the School and was promoted to 10th standard on condition. Sd/- Mrs. R. Benjamin, Principal"
(3.) The petitioner, thereafter, obtained school leaving certificate duly counter-signed by convenor I.C.S.E. on 31.8.2000 and thereafter joined S.B.A.S. School and appeared in matriculation examination under Roll No. 605429. The petitioner failed in the said examination. The petitioner was again admitted in Class 10 on 1.4.2001 and appeared in the examination for class 10 in March, 2002. The result of the petitioner was displaced (displayed ?) on internet and the petitioner was shown as pass candidate.
