VERSUS
STATE OF HARYANA Respondents

JUDGEMENT

M.M.KUMAR, J. - (1.) (Oral)
(2.) THIS petition is directed against the order dated 25.10.2005 (P-3), rejecting the representation of the petitioner, dated 22.8.2005 (P-2) which was filed against the order of the competent authority regarding adverse remarks for the period from 2.7.2004 to 14.01.2005. The Reporting Officer has assessed the work of the petitioner and has recorded adverse remarks. In Column No. 10, integrity of the petitioner has been found to be doubtful. The appeal, dated 16.11.2005 (P-4) preferred by the petitioner has also been dismissed by the appellate authority vide order dated 2.12.2005 (P-5). We have perused the averments made by the petitioner and the annexures attached with the petition. However, we find that it is not possible to interfere in the adverse remarks and the orders dated 25.10.2005 and 2.12.2005 (P-3 & P-5 respectively), passed by the competent authorities. The process of recording of adverse remarks is always based on the subjective satisfaction of the C.W.P. No. 7138 of 2006 Reporting Officer and particularly for integrity. It is not possible for the Reporting Officer to collect the material in support of such a conclusion. It is well settled that the reputation of a man spreads in the area of his working and the same can be assessed by the Reporting Officer. Therefore, there is no room to interfere in the impugned orders. Dismissed.;
