JUDGEMENT

K.Kannan, J. - (1.) THE petitioner, who falls short of '1 mark' for being declared eligible in Punjab State Teacher Eligibility Test (PSTET), has a grievance that the answer key was wrong. The question and the answers suggested are as follows: - - "59. Which of the following is not a objective type question? a. Fill in the blanks. b. Correct -in correct ones. c. Multiple -choice questions. d. Matching type" The answer key suggests 'A' as the correct answer. The counsel argues that all the choices given are objective type and the question, itself is wrong and the suggestion of 'A' as a correct answer is erroneous. He would rely on a Model Book published by respondent as giving an answer that all the choices given were all objective type. An objective type which seeks to elicit an answer from the candidate when the answer is not provided amongst the choices cannot be really objective. Here in this case filling in the blanks requires knowledge of the candidate to fill the correct answer of which answer is not already provided amongst the choices, which is subjective in nature and a correct answer must be therefore taken as 'A' and that is the answer key as well. If there was a mistake in the book which was published, I cannot find that to be a consolation for the petitioner to plead that he is entitled to therefore a wrong answer and that is how the Model Book provides to him. There is nothing wrong about the question or the answer suggested and the petitioner cannot be awarded any mark on this score.
(2.) THE counsel would refer me to yet another question found in the same question paper which provided for two blanks, both of which were to be filled up. It was really not objective and if such a question had been asked, it cannot be taken to be an objective. A wrong example cannot secure to him the benefit of inference that a question requirement to fill in the blanks is an objective type. There is no scope for intervention in the writ petition and the same is dismissed.;
