SURYA KANT,J. - (1.) The petitioners are ex-Panches and residents of Village Rampura, Tehsil Phul, District Bathinda. Their grievance is against the notifications dated 07.05.2013 and 05.12.2013 whereby the area of their Gram Panchayat has been converted into a Nagar Panchayat, namely, it has been notified as a Municipal area.
(2.) One of the grievance of the petitioners is that adequate notice was not given to the affected residents due to which they could not submit objections and, thus, have been afforded no opportunity of hearing.
(3.) The respondents have filed their written statement controverting the petitioners' claim. It is averred that vide notification dated 07.05.2013 [P-2], which was duly published in two newspapers also, objections were invited within a period of 30 days but neither the petitioners nor any other person submitted their objections and consequently final notification dated 05.12.2013 constituting the Nagar Panchayat was issued.;
