Sukhdev Singh Kang, J. - (1.) This order will dispose of Civil Writ Petition Nos. 5974 of 1974 and 1510 of 1979 which have been ordered to be heard together by the Motion Bench.
(2.) The facts in Civil Writ Petition No. 5974 of 1974 are briefly recapitulated below in order to appreciate and determine the controversy which falls for determination in these two cases.
(3.) The petitioners were originally appointed as Loco Cleaners or Diesel Cleaners in the Northern Railways. All of them except petitioners Nos. 4 to 7 are Matriculates.;
