Satyabrata Sinha, J. - (1.) This appeal is directed against an order dated 1.12.98 passed by P.C. Ghosh, J. in Writ Petition No. 2178(W) of 1998 whereby and whereunder the writ application filed by writ petitioner-1st respondent herein was allowed.
(2.) The 1st respondent filed a writ application against the appellants herein in the following circumstances:-
(3.) It had established a manufacturing factory at Mondalganthi in the district of North 24-Parganas and for the purpose of running the same, it prayed for, grant of electrical connection. The writ petitioner was served with a quotation on 9.1.1995 whereafter, a service connection money was deposited. A temporary connection had been given to the petitioner. The respondent No. 1 deposited the entire amount as directed by the appellant. Although a work order was issued, No bulk power supply could be released as allegedly the transformer was over-loaded.;
