JUDGEMENT
Satyabrata Sinha, J. -
(1.) Both the applications being related were taken up for hearing together and are disposed of by this common judgment.
(2.) The petitioners are said to have been landlosers. Their lands were acquired in the year 1976. However, a policy decision was adopted by the respondents to the effect that the landlosers would be granted employment upon categorisation of the landlosers as stated in annexure 'A' to the writ application. The said policy decision was recorded in a minuter of meeting and is contained in annexure 'A' to the writ application. II appears that there had been a subsequent meeting between the Board of Revenue and Secretary, Land and Land Reforms Department wherein the following decision was taken :
"While compiling the list of landlosers by the State Govt, with the necessary details, it was found difficult for the L & L Department to know exactly the quantity of land owned by the landlosers within the limited time and as such, correct percentages could not be worked out. With the information intimated verbally by the landlosers, calculation of the percentages may not be reliable. In view of these, the Employment Advisory Committee suggested the following procedure for the preparation of the priority list for consideration of employment.

(3.) Admittedly, the petitioners had moved before this Court when the posts were sought to be filled up by recruiting persons from outsiders. Sen, J., inter alia, directed that upon submission of applications by the petitioners to the concerned authority mentioning their requisite qualifications for the purpose of ascertainment of their suitability, their cases shall be considered. C.O. 4925 (W) of 1993 was filed when some outsiders were sought to be appointed. Again in the year 1994 on a similar cause of action which took place subsequently, C.O. 12798 (W) of 1994 was filed. The respondents in their affidavit-in-opposition, inter alia, stated that at present Dankuni Coal Complex does not require any unskilled man-power. It has further been stated that as and when necessity arises, cases of the landlosers including the land-losers who had applied in terms of the advertisement will be considered.;
