JUDGEMENT

(1.) Leave is given to the petitioner to implead the Kalimata Plastic Factory and Om Plastic Industries as party-respondent nos. 6 and 7 here and now.
(2.) The petitioner has filed the present writ petition for a direction upon the respondent authority for restoration of supply at the petitioner's business premises.
(3.) Mr. Betal, learned Advocate appearing for the petitioner, submits that in the year 2017 the petitioner and his wife jointly purchased 31.898 decimals of land in L.R. Plot Nos. 353 and 354 in Mouza - Hogalberia, P.S. Tamluk, Purba Medinipur from the vendor, Smt. Snigdha Pramanik, respondent no. 5, vide registered deed of conveyance dated 14th February, 2017 being No. 110100901. After purchasing the said property by virtue of the registered deed of conveyance, on 15th May, 2018 the petitioner applied for new connection for his Dhaba-cum-Restaurant running under the name and style of "Kalyani Dhaba and Restaurant" over the said land in question. Accordingly, the quotation amount was raised by the Distribution Company and that amount of Rs. 7,058/- was duly paid by the petitioner on 25th May, 2018. On 9th March, 2018 the erstwhile owner, Smt. Snigdha Pramanik, respondent no. 5, gave undertaking to pay the entire dues and to remove the said meter. Since then the petitioner was carrying on said Dhaba and Restaurant business at the said premises. Subsequently, on 12th July, 2018 and 17th August, 2018 the Distribution Company issued two notices to the petitioner to deposit the outstanding dues in the names of "Kalimata Plastic Factory" and "Om Plastic Industries" within seven days. Unfortunately, the petitioner did not pay any heed to those notices and failed to pay the outstanding dues of one, Kalimata Plastic Factory and one, Om Plastic Industries. Accordingly, on 14th August, 2018 the Distribution Company disconnected the supply to the petitioner's Dhaba and Restaurant. Against that, the petitioner made repeated representations. In response to those representations, on 17th August, 2018 the petitioner was informed by the Distribution Company that in the same premises a huge amount of Rs. 3,56,441/- is due and payable from the Customers having customer I. D. Nos. 222001328 and 222104025. Since the Distribution Company failed and neglected to restore the supply to the petitioner's Dhaba and Restaurant due to huge outstanding dues in respect of the said premises, then the petitioner, without finding any alternative, approached before this Court thereby filing the present writ petition.;
