JUDGEMENT

(1.) These writ applications are directed against a final order dated December 20, 2016 passed by the Central Administrative Tribunal , Calcutta Bench, Kolkata in respect of two original applications bearing O.A. Nos. 162 of 2014 and 139 of 2014 respectively. The subject matter of adjudication in the above original applications was an order dated January 17, 2014 passed by the petitioner No.2, namely, the Director General Ordnance Factories-cum-Chairman, Ordnance Factory Board, Government of India, Ministry of Defence as communicated by a communication by the petitioner No.4 in his communication dated February 16, 2015. The above order was relating to a decision of cancellation of selection process for appointment in nine posts of Ward Sahayak in Metal and Steel Factory, Ishapore, North 24-Parganas, West Bengal. The selection process was initiated by an advertisement/employment notice published on February 25/March 2, 2012 inviting applications from the eligible candidates. By the common final order impugned to these writ applications, the above decision as also a show-cause notice issued to the proforma respondent No.6 were quashed and set aside.
(2.) This matter has a chequered history.
(3.) In response to an advertisement/employment notice dated February 25, 2012, the eligible candidates including the respondents participated in the selection process for filling up of nine vacancies for the post of Ward Sahayak in Metal and Steel Factory, Ishapore. The Indian Institute of Psychometry, Kolkata was requested by the authority to prepare question papers for written examination in connection with the above selection process. On December 15, 2012, the question papers and answer key for written examination in respect of the above selection process were handed over to the Controller of Examination. The written test was conducted on December 16, 2012. On December 18, 2012, the respondents appeared in the skill test. On December 20, 2012, select-list was published containing the names of six selected candidates under General Category and two selected candidates under the category of Other Backward Classes. No candidate belonging to Scheduled Tribe category was found successful in the above selection process.;
