JUDGEMENT

Biswanath Somadder, J. - (1.) The only issue which arises for consideration in the facts and circumstances of the instant case is whether the writ petitioner - Dinesh Agarwal (who is appearing in-person) - is entitled to an expeditious disposal of OA No.1097 of 2018 which is currently pending before the West Bengal Land Reforms and Tenancy Tribunal.
(2.) Before we answer this issue, we notice from the records that the Chief Secretary of the State of West Bengal passed an order on 28th April, 2017, pursuant to a direction of this Court. This order dated 28th April, 2017, is the subject-matter of challenge before the West Bengal Land Reforms and Tenancy Tribunal. From the list of dates, it appears that OA No.1097 of 2018 was filed on 13th April, 2018. On 16th April, 2018, the writ petitioner mentioned the matter for fixing of a date for early hearing before the First Bench of the learned Tribunal but the same was not granted. Instead, the matter has been kept on 31st August, 2018, for hearing.

The prayer for interim relief as sought to be made out by the writ petitioner before the learned Tribunal is required to be noticed:- "i) To pass an interim order directing the respondent authority, the concerned respondents to provide/supply maps, land records, notifications etc. which are alleged to be the basis of the impugned order date [sic; read, dated] 28th April 2017 along with the copy of the reasoned order passed by the Ld. Principle [sic; read, Principal] Secretary & LRC on 10.03.2017 within a stipulated period. ii) Impugned order dated 28.04.2017 may be set-aside, cancel and/or quash passed by the Ld. Chief Secretary to the Government of West Bengal. iii) To pass such other order and/or further order/orders as to your Lordships may deem fit and proper.";
