JUDGEMENT

(1.) This mandamus appeal is directed against an order passed by learned Single Judge of this Court on 15th May, 2017 in W.P. 2093(W) of 2016 at the instance of four out of seven writ petitioners. Three writ petitioners who did not join themselves with the appellants herein for challenging the impugned order in this appeal have been impleaded as respondent nos. 5, 6 and 7.

Pursuant to an advertisement seeking enrolment for the posts of 'Home Guard Volunteers' in the district of Murshidabad, the writ petitioners applied for the same and qualified at different stages of the recruitment process. A list containing the names of 315 successful candidates was displayed on the notice board which included the names of the writ petitioners. In spite thereof, they were formally enrolled. They came to learn that the recruitment process has been stalled by the respondents. Hence, they filed the writ petition seeking the following reliefs :-
"a) Issue a writ of or in the nature of Mandamus commanding the Respondents to give immediate effect by way of enrollment of the petitioners as Home Guard on the basis of the list of candidates as declared selected and published by the Respondent No.3 o 03.09.2014, in the notice board of the Respondent No.4, being Annexure No. P-2 to this writ application.
b) Do issue a writ of Certiorari or in the nature of Certiorari calling upon the Respondents to produce the entire records and/or actions taken thereon on the basis of alleged complaints allegedly received by the Respondents so that conscionable justice may be extended to the petitioners."
(3.) In the said writ proceeding, the following interim order was sought for :-
"c) Ad-interim order of injunction restraining the Respondents from extending enrolment to candidates and/or outsiders not included in the list dated 03.09.2014.";
