SUBRATA TALUKDAR,J. - (1.) Mr. Amal Baran Chatterjee, learned Senior Counsel, appears for the writ petitioner.
(2.) It transpires from the materials relied upon on behalf of the petitioner that the petitioner has enrolled for the B. Ed. Course 2016-2018 with the Respondent No.4/College in issue and, is desirous of completing the B. Ed. Course affiliated to the Respondent Nos. 1, 2 and 3/University of Gour Banga (for short the University).
(3.) Mr. Chatterjee submits that in violation of the norms of enrolment, the Respondent/University is withholding the Registration Certificate of the writ petitioner which, is preventing his further progress both in the course and in the examinations.;
