JUDGEMENT

SAMBUDDHA CHAKRABARTI,J. - (1.) An advertisement was published by the District Project Officer, Sarva Siksha Mission, Murshidabad in a Bengali daily seeking applications from the intending candidates for appointment as Para -teachers in the schools and Madrashas of the concerned locality. The petitioner applied for the post in Bengali of a Madrasah in Beldanga.
(2.) THE grievance of the petitioner is that she had come to know that the authority concerned had prepared a panel by placing the respondent no. 7 at the top. But, the petitioner claims, she was the fittest candidate to top the panel. The Circle Project Coordinator also informed the District Magistrate about the impropriety of the panel under his circle and requested the authorities to cancel all such panels. The petitioner also made both verbal and written objections to the preparation of the panel. The petitioner, therefore, has challenged this panel and inter alia has prayed for a writ in the nature of Mandamus directing the respondents to recast the panel by placing the petitioner at the top.
(3.) IN spite of given liberty no affidavit has been filed by the respondents and in spite of service of notice none appeared on behalf of the private -respondents on the date of hearing.;
