- (1.) Happily the disputes raised in this appeal between the State Government and the State Election Commission with respect to holding of the Gram Panchayat Election in the State of West Bengal has been amicably settled and is being decided by the following consent order;- 1) The polls will be held in three phases. The dates and districts to be notified by the State Government in consultation with State Election Commission. Elections are to be held in the months of June and July, 2013 and in any event, before 15th July, 2013, as agreed to. 2) With respect to the Observers to be appointed, a list of 266 persons has already been sent by the State Government to the State Election Commission. The list of remainder 134 persons will be sent by the State Government within three days from today. That shall include the officers upto the level of Assistant Secretaries, as agreed to. With respect to the deployment of armed police personnel and other police personnel in the polling booths, as agreed to following arrangement shall be made: i) Highly sensitive areas -- per booth two armed police personnel with two general constables will be provided by the State Government. ii) In sensitive areas, per polling booth, only two armed police personnel will be provided per booth. iii) In less sensitive areas one-armed police personnel and one constable will be provided per premises. iv) In normal areas, one-armed police personnel will be provided per premises, which may include more than one polling booth.
(2.) With respect to other arrangements with regard to deployment of police personnel and other forces, norms of 2008 will be followed as agreed to in consultation with the State Election Commission. The State Government has also undertaken in case of any shortfall to requisition the police force as may be necessary from Central or other States, as may be considered appropriate by the State Government.
(3.) As agreed to State Government shall issue notification stating the dates of election within 3(three) days from today.;
