- (1.) The petitioner in this WP under art.226 dated February 1, 2012 is questioning a tender notice dated December 27, 2011 issued by Pundari Gram Panchayat in the district Dakshin Dinajpur.
(2.) The Gram Panchayat issued the notice putting out to tender, inter alia, the following work: "Construction of Karanjabari Health Sub-Centre (1st Floor)" (at p.18).
(3.) In February 2009 a tender process was initiated. The same work was put out to tender. The petitioner was one of the participants. He emerged as the successful tenderer. Accordingly, the Gram Panchayat gave him the work under an order dated March 2, 2009 (at p.15).;
