JUDGEMENT
BISWANATH SOMADDER, J. -
(1.) Affidavit of service filed in Court today be kept on record.
(2.) Having heard the learned advocates and upon perusing the instant writ petition, it appears that the three writ petitioners are two brothers and the spouse of one of the brothers, all of them residing in Howrah, who had jointly and/or severally deposited around twelve lakhs of rupees with a cooperative bank named, Ramkrishnapur Cooperative Bank Limited, being the respondent no. 9, which is also situated in Howrah.

The specific case of the writ petitioners is that although they received interest on their deposits till July 2010, the respondent no.9 stopped banking business from August 2010 and also stopped making payment to the depositors, including the writ petitioners. The petitioners, thereafter, approached the Ramkrishnapur Cooperative Bank Limited stating, inter alia, that they were suffering from tremendous financial difficulties and requested the said cooperative bank to make payment of accrued interest as well as refund the principal amount lying with the bank. In spite of such letter addressed to the bank on 29th August, 2010, the bank did nothing, which prompted the petitioners to intimate the authorities of the Reserve Bank of India by several letters dated 30th August, 2010, addressed to the Deputy General Manager of Reserve Bank of India, being the respondent no.4. Intimation was also given additionally to the Assistant Registrar of the Cooperative Society, Government of West Bengal.;
