JUDGEMENT

TAPEN SEN,J. - (1.) Reference be made to the Order dated 08/2/2012, which is indicative of the recording of arguments of Mr. Arindam Banerjee, learned Counsel appearing for the West Bengal State Council for Technical Education. He had clearly stated that as per the University Regulations, entry to the second year courses is to be routed through an examination, commonly known as "VOCLET". He had also submitted that contrary to the said Regulations, the College had not even mentioned these facts in their Advertisement and instead, proceeded to admit these two Petitioners.
(2.) It was on the basis of such submissions that this Court had observed that since the career of two students were involved, it would be just and proper to first attempt to decide the case, as expeditiously as possible, instead of routinely admitting the same for Affidavits for final hearing.
(3.) Under those circumstances, this Court had directed the Principal of Sylvan Polytechnic College to personally appear before this Court and explain as to whether the College was entitled to admit students in the said Polytechnic courses directly without insisting that the entrants have to pass the VOCLET Examinations and if so, whether there were any administrative/written instructions of the Council authorising the College to waive such a requirement.;
