JUDGEMENT

(1.) Since there was an absence of proper net connectivity at the residence of the learned counsel for the petitioner, learned counsel for the petitioner appears personally in
Court.
(2.) In view of the extreme urgency involved in the matter, since the auction impugned before this Court is due to be publicised on June 1, 2020 as per the averment of the writ
petitioner, the court ought not to insist upon a prior notice, more so, in view of the ongoing
lockdown crisis. Accordingly, leave under Rule 26 of the Writ Rules of the Appellate Side
Rules framed by this Court is granted.
(3.) The matter pertains to an allegedly illegal settlement of a lease for running several 'ferry ghats' which, according to the petitioner, was sought to be auctioned without adhering to the relevant law and rules by the respondents. As per the writ petitioner, the petitioner only recently got a clue of the matter and was able to take a photograph of the relevant notice dated May 19, 2020 from the office of the Domkal Panchayat Samity, which was allegedly closed at the relevant juncture. The notice, according to learned counsel for the petitioner, was affixed on a notice board within the precincts of the said office.;
