RAJESH SINGH CHAUHAN, J. - (1.) Heard Sri Anupam Mehrotra, learned counsel for the petitioner and Sri Sanjay Bhasin,learned counsel for all the opposite parties.

By means of this writ petition, the petitioner has impeached the order dated 06.08.2018, passed by the Principal Secretary, Medical Education, Government of U.P., Lucknow, whereby the departmental enquiry against the petitioner under Rule 7 of Uttar Pradesh Government Servant (Disciplinary and Appeal) Rules, 1999 (here-in-after referred to as the "Rules, 1999") has been initiated for the allegation that the petitioner being Associate Professor in the Department of Radiotherapy in B.R.D. Medical College, Gorakhpur has exploited some employees, abused his subordinates and proceeded for foreign trip without taking prior permission from the State Government.
(3.) The petitioner has also assailed the order of the same date i.e. dated 06.08.2018, whereby the petitioner has been transferred from B.R.D. Medical College, Gorakhpur to the Government Medical College, Jhansi.;
