JUDGEMENT
RAJESH SINGH CHAUHAN,J. -
(1.) Heard learned counsel for the parties.
(2.) At the outset, learned counsel for the petitioners has placed reliance upon the judgment and order dated 24.7.2019 passed by this Court in bunch of writ petitions, leading writ petition bearing Service Single No.5891 of 2017, Const. Om Prakash Singh and others v. State of U.P. and others, by submitting that the present issue being identical, therefore, this matter may be decided in terms of the order dated 24.7.2019 passed by this Court in re; Const. Om Prakash Singh (supra). For the convenience, the order dated 24.7.2019 is being reproduced herein below:-
"1. Heard Sri Manish Kumar, learned Senior Advocate assisted by Sri Pravin Kumar Singh, Sri Avadhesh Mishra, learned counsel for the petitioners and Sri Prafful Yadav, learned Standing counsel appearing for the State.
2. All these writ petitions raising common question of law and facts have been heard together and are being decided by this common judgment.
3. There is consensus at the Bar that the matter is squarely covered by the judgment of this Court dated 10.09.2018 passed in Writ Petition No. 25664 (SS) of 2018 In re; Constable C.P. 757 Suresh Chandra v. State of U.P and Ors. For the sake of convenience, the judgment and order dated 10.09.2018 is reproduced as under:-
"Heard learned counsel for the petitioner and Sri P.K. Singh, learned Additional Chief Standing Counsel appearing for the respondents.
By means of the present writ petition, the petitioner has prayed for the following reliefs:-
"(i) a writ, order or direction in the nature of certiorari for quashing the impugned Government Order dated 27.02.1999 as contained in Annexure No.4 to this writ petition.
(ii) a writ, order or direction in the nature of mandamus directing the respondents to promote the petitioner on the post of Sub-Inspector w.e.f. 11.11.2006.
(iii) issue any other writ, order or direction, which this Hon'ble Court may deem, just and proper in the circumstances of the case.
(iv) issue the award cost of this petition petitioner."
(3.) From perusal of the reliefs as have been prayed for by the petitioner it is apparent that the challenge is to the Government Order dated 27.02.1999 on various grounds as have been set forth in the writ petition.;
