Siddharth, J. - (1.) Heard Sri Surya Pratap Singh Parmar, learned Counsel for the petitioner and Shri V.K. Singh, learned Senior Advocate assisted by Sri S. Shekhar, learned Counsel for the respondents.
(2.) The petitioner has filed the above noted writ petition, praying for the quashing of the impugned appellate order dated 22.03.2016, passed by the General Manager (East), U.P. Forest Corporation, Allahabad, respondent no.2 and the punishment order dated 11.02.2014, passed by the Regional Manager, U.P. Forest Corporation, Allahabad Region, Allahabad, respondent no.3. By way of amendment, the petitioner has also prayed for quashing of the order dated 17.10.2016, passed by respondent no.4, Divisional Launging Manager, U.P. Forest Corporation, Mirzapur, whereby amount of Rs.1,51,518/- and Rs.1,54,336/- have been withheld from the retiral dues of the petitioner and recovery of Rs.80,089.08 has been ordered against the petitioner. The petitioner has further prayed for a direction to the respondents to pay the post retirement dues of the petitioner, being Employees Provident Fund, Gratuity, Leave Encashment, G.P.F., Balance Salary, etc.

The brief facts of the petition are that while working on the post of Scaler, in the Forest Corporation, the petitioner was suspended from service by the Regional Manager of the Corporation, respondent No.3 by the order dated 05.07.2007, alleging that in the month of February, 2007, he intimated production of 4,14,435 Bamboo trees and in the month of March, 2007, he intimated production of 3,43,840 Bamboo trees. Therefore, between February and March, there has been short fall of 72,140 Bamboo trees, which has resulted into loss to the Forest Corporation and the disciplinary proceeding against the petitioner is contemplated.;
