Rajeev Misra, J. - (1.) The present special appeal is directed against the judgement and order dated 27.9.2013, passed by the learned Single Judge, whereby, the writ petition filed by the petitioner-appellant has been dismissed.
(2.) Supplementary rejoinder affidavit filed on behalf of the petitioner-appellant today, is taken on record.
