JUDGEMENT

(1.) Heard Sri Ashok Khare, Senior Advocate, assisted by Sri Sunil Kumar Srivastava and Sri Pawan Kumar Dubey, for the petitioners, Standing Counsel, for State of U.P., Sri R.P. Singh, for respondents-2, 3 and 5 and Sri R.K. Ojha, Senior Advocate, assisted by Sri Abhishek Srivastava, for respondent-4.
(2.) These seven writ petitions have been filed for restraining the respondents from taking any action against the petitioners on the basis of revised select list dated 12.12.2017. During pendency of the writ petitions, Chief Engineer (Hydel) by order dated 30.12.2017 canceled the appointments of 97 candidates, who were not selected in revised select list as such by amendment, relief for quashing the order of Chief Engineer (Hydel), dated 30.12.2017, has been added. As common questions of facts and law are involved in these writ petitions as such these were consolidated and heard together.
(3.) On intimation of vacancies by U.P. Power Corporation Ltd, Electricity Service Commission notified 623 vacancies (312 posts for general, 168 posts of OBC, 131 posts of SC and 12 posts for ST) of 'Technical Grade-II' through Advertisement No. 12/ESC/2015/623/TG-2 dated 03.05.2016, for regular selection. The petitioners were fully eligible for the aforesaid post. They applied for their selection in their respective categories. Written examination was conducted on 16.10.2016. Result of written examination was declared on 27.10.2016, in which the petitioners were successful. The petitioners and other successful candidates were called for verification of their documents and completion of other formalities at Electricity Training Institute, Lucknow. After completion of all the formalities, final select list was published on 09.12.2016, in which all the petitioners were selected. On the select list being forwarded to U.P. Power Corporation Ltd., appointment letters were issued to the petitioners from time to time during January 2017 to July 2017. In compliance of appointment letters, the petitioners joined the service at respective places.;
