JUDGEMENT

Devendra Kumar Upadhyaya, J. - (1.) Pursuant to earlier order dated 26.07.2017, Sri Sarvendra Vikram Bahadur Singh, Director of Basic Education is present.
(2.) Learned Chief Standing Counsel, on the basis of instructions, has submitted that the website for the purposes of submitting application seeking recognition as contemplated in the Government Order dated 08.05.2013 has been created and is functional. He has also stated that apart from permitting the applications to be made on-line, the desirous institutions have been permitted to make their applications seeking recognition off-line as well. It has further been stated by Sri Ramesh Pandey, learned Chief Standing Counsel that Secretary, Basic Shiksha Parishad, U.P., Allahabad has been instructed to issue a circular giving information to all concerned for accepting the applications off-line and on-line both. In the said circular, necessary instructions will also be issued.
(3.) The Director of Education (Basic) has stated that till the academic session 2016-17 throughout the State, 5148 applications were received from the institutions seeking recognition, out of which recognition has been granted to 2928 institutions and in respect of 2220 institutions either the applications have been rejected or the institutions concerned have been communicated the deficiencies to be removed by them. It has further been stated that the mandate of Right of Children to Free and Compulsory Education Act, 2009 and the Rules framed thereunder by the State Government will be implemented and for the said purpose, a new and more effective mechanism is likely to be evolved in respect of those institutions which have been running from before the date of enforcement of Act, 2009.;
