JUDGEMENT

(1.) Heard Sri Prabhakar Awasthi, learned counsel for the petitioner, Sri Dipak Verma, learned Additional Solicitor General of India for respondent nos. 1 and 2 and learned Standing Counsel for respondent nos. 3 & 4.
(2.) The petitioner completed his M.B.B.S. course and appeared in the National Eligibility Cum Entrance Test (NEET) P.G. 2017 examination conducted by the Central Government. He secured national ranking 14295 and State of U.P. ranking 1268. In pursuance of the aforesaid, the petitioner appeared in the State counselling for the purposes of allotment of a discipline and the medical college for admission in post graduate course of medical science. The petitioner participated in the first and second round of the counselling. He was allotted medicine branch in Shri Ram Murti Medical Sciences, Bareilly and he took admission in M.D. (medicine) in the aforesaid college.
(3.) The petitioner has now preferred this petition to permit him to appear in the third round of counselling which is called mop-up counselling so as to upgrade the branch and the medical college.;
