JUDGEMENT

Markandey Katju, J. - (1.) HEARD learned counsel for the parties The petitioner claims that he was selected as ad -hoc L.T. Grade teacher in pursuance of vacancies advertised in Sunmarg and Janvarta I have held in Surendra Kumar Dixit v. DIOS, Agra, 1995 (26) ALR 601, that no appointment will be deemed to be valid unless the vacancy was advertised in two newspapers having wide circulation so that the most suitable candidate may apply. The cutting of the newspapers have been annexed to the writ petition. I have perused the same and they do not even look like newspapers. In my opinion these cannot be called well known newspapers having wide circulation. There are well newspapers like Dainik Jagran, Aaj, Amar Ujala etc. and it is surprising that the vacancy has not been advertised in the newspaper having wide circulation. In my opinion, education is most vital for the progress of the State and it is an unfortunate fact that education is totally neglected in the State of U.P. with the result that the school children suffer and thus a whole generation will become a generation of uneducated or semi -educated persons unless some drastic measures are taken to improve the situation. Thus this Court cannot permit this kind of malpractice. However, I direct that the vacancies shall be advertised again in two well newspapers having wide circulation and the petitioner can also again apply.
