Pradeep Kumar Singh Baghel, J. - (1.) The petitioner is a Seasonal Collection Peon in Tehsil Bikapur, District Faizabad. He has instituted this writ proceeding for issuance of a writ of certiorari to quash the order passed by the third respondent dated 17th May, 2010, whereby his claim for regularisation has been rejected.
(2.) This case has peculiar facts. Hence, the facts need to be stated in a little bit detail.
(3.) The petitioner was initially engaged as a Seasonal Collection Peon in the year 1974. In April, 1994 a seniority list of the Seasonal Collection Peons was issued wherein the petitioner's name figured at Serial No. 2.;
