JUDGEMENT

- (1.) Heard Shri Govind Krishna, learned counsel for the petitioner and Shri Yash Tandon, learned counsel for the respondents.
(2.) By means of the present writ petition, the petitioner has prayed for quashing letter/direction dated 2.12.2010 issued by the Assistant Registrar (Research), Ch. Charan Singh University, Meerut-respondent no.2 and has further prayed for direction to the Vice Chancellor of the University-respondent no.1 to provide extension of period to her to get her research work approved by the Committee by appointing Dr. A.K. Chaubey as Internal Supervisor considering his consent to the effect.
(3.) It appears from the record that after completing her education upto M.Sc. Degree, the petitioner applied for and was registered for Ph.D. Programme on 16.6.2003 in the topic "Integrated Management of Phytonematodes in Mungbean". The Research Degree Committee approved the synopsis of the work submitted by the petitioner and appointed Dr. Brijesh K. Dwivedi as External Supervisor and Dr. Vikas Singh as Internal Supervisor. The petitioner was required to submit her thesis within a period of five years, and in case the same has not been completed, the period of two years has been further provided for completing the same. As per direction for completing the research work, she submitted six monthly progress report for the period from June, 2003 to December, 2003 to the External Supervisor. Thereafter, the External Supervisor forwarded the same to the Committee. The petitioner completed her thesis work and approached to the Internal Supervisor for his approval but the Dr. Vikas Singh, Internal Supervisor fell seriously ill and he could not examine the thesis submitted by her. The Internal Supervisor suffered from Jaundice and because of wrong treatment, he had serious liver infection, resulting into the cause of liver transplantation. Despite receiving liver transplantation from his wife, unfortunately he died in January, 2009.;
