(2.) Notice on behalf of respondents no.1, 2 and 3 have been accepted by learned Standing Counsel. Respondent no.4 is represented by Sri Shashi Nandan, Senior Advocate, assisted by Sri Vishnu Gupta, Advocate, who has also filed a short counter affidavit, which is taken on record.
