P.K. Mukherjee, J. - (1.) This writ petition is appearing for admission before this court, but, with the consent of the learned counsel for the parties, this writ petition is taken for hearing.
(2.) The facts stated in the instant writ petition are similar, though not indentical, to the facts stated in writ petition No. 11217 of 1988, Ramadhar v. State of U. P. and others.
