- (1.) We have heard learned counsel for the appellants. Shri Dheeraj Kumar Dwivedi and Shri Ganesh Mani Tripathi appear for the respondent.
(2.) The office has reported a delay of 128 days in filing the appeal.
(3.) The delay has been explained by the State appellants on the ground of seeking sanction from the State Government in filing the appeal.;
