JUDGEMENT

(1.) This petition is directed against the judgment and order dated 6-3-1983 passed by the Chancellor of the Lucknow University. The petitioner has prayed for issuing a writ of certiorari quashing the aforesaid judgment and the selection and appointment of Dr Abroad Nasrem Siddiqui and Mrs. Mahe Jabeen Aisha, opposite-parties Nos. 6 and 7, respectively on the posts of Lecturers in Arab Culture and Civilisation to teach in the Arabic Department of Lucknow University. Another prayer is for issuing a writ of mandamus to respondents Nos. 3 and 4 directing them to give appointment to the petitioner as Lecturer to teach Arab Culture and Civilisation w.e.f. 29-6-1987.
(2.) An advertisement was made in 'Times of India', Lucknow dated 10-3-i987 inviting applications for the posts of three temporary Lecturers for teaching Arab Culture and Civilisation in the Department of Arabic, besides other posts for which we ate not concerned in this writ petition.
(3.) A photostat copy of the advertisement inviting applications is Annexure-1 to the writ petition. The relevant item No. 15 in the advertisement read as under:
"Lecturers (Rs. 700-40-1100-60-1600).
15..........3 temporary lecturers in Arabic Department for teaching Arab Culture and Civilisation Courses.
Minimum Qualifications For Lecturers (Except in Education).
(a) A doctorate degree or research work of an equally high standard in a relevant subject, and
(b) Consistently good academic record with first or high second class Master's degree or an equivalent degree of a foreign University in a relevant subject". The petitioner has stated that in the advertisement, it was notified that applications duly completed in all respects with recent testimonials, publication etc. and bank draft of Rs. 5/- in the name of Registrar, Lucknow University should reach latest by 22nd April, 1987. The petitioner pointed out that Mrs. Mabe Jaheen Aishu opposite-party No 7 did not submit the requisite testimonials and publications, copies of mark-sheets and certificates alongwith her application from except a copy of the High School Certificate The petitioner further submitted that opposite-party No. 6 Ahmad Naseem Siddiqui had applied for the posts of Lecturer in Arabic Department for teaching Arab Culture and also applied for the post of Lecturer in the same Department for teaching Modem Arabic courses. The petitioner stated that Arabic and Arab Culture and Civilisation Courses are two different subjects which are distinct disciplines in the Department of Arabic The petitioner tabulated the papers taught in M. A Part I and Part II for the subjects Arabic BBD Arab Culture and Civilisation Courses in short, here-in-after called as Arab Culture, which is reproduced as under:
