D.P. S. Chauhan, J. - (1.) The petitioner is a Buxi/Secretary in the Town Area and is posted in the Town Area, Dohrighat, Mau. By means of order dated 18-0-1992 the petitioner has been transferred to Town Area, Babraia, Budaun. This order is under challenge in the present petition.
(2.) Heard learned counsel for petitioner and learned standing counsel.
(3.) The grievance of the petitioner is that the Govt. Order dated 29-5-1992 (Annexure-2 to the petition) which provides that though the Services of Buxi/Secretary of the Town Ares are under centralised Service but they are low paid employee and their transfer should not be made except in exceptional circumstances.;
